It is said to have been commissioned by Sakanoue Tamuramaro in the second year of Daido (807), and is an ancient temple that has been widely known as one of Japan's three Kiyomizu temples since ancient times, along with Kiyomizu-dera in Kyoto and Kiyomizu-dera in Hyogo's Kamogawa River. The first temple of Ou 33 Kannon Fudaraku.
