Takamatsu-no-ike Pond is a dike that was built in the 1660s for flood control in Morioka. There were four such levees called "Ueda no Tsutsumi," one of which is now Takamatsu no Ike. It is also a place of recreation and relaxation for citizens in all four seasons, with boating in summer, autumn foliage in fall, and swans in winter.

More than 40 varieties of roses are planted in the rose garden, which is usually at its best around mid-June every year. Admission is free. No time limit.

More than 200 buttons and peonies are planted, and the best time to see them is from mid to late May. Free admission. No time limit.
